I have not specifically used Tulsi flowers but I have used basil flowers in cooking so I am guessing if you have flowers with leaves it would be OK. It is probably due to the leaves being the most flavorful and it is best not to let any basil flower because when it flowers it starts to die back.

As for lavender, Rosalee de la Foret states in the monograph she wrote that she likes to make a tea with both flowers and leaves. Also the monograph states that parts used are flowers and aerial parts.
