Strength of alcohol for each herb?

Different herbs require different strengths of alcohol to make a proper tincture, so I read. This suggestion seemed to go beyond the topic of fresh vs. dried herbs. Does anyone have a chart or something?

This is a link to Michael Moore's pharmacopeia. It is considered a "standard". Its being used in the herbal pharmacy course I am taking at the moment.
Most other pharmacopeias are available as books or as downloads but aren't free.

@torey thanks for the information and @LaurieLovesLearning thank you for bringing up the question. the herbal course I took did not bring this up at all. I haven't been making any adjustments when making tinctures....
