I would add a couple of others to the list.
Elecampane is an excellent expectorant to clear congestion (boggy coughs) as well as it has antispasmodic properties.
These next two are endangered so unless your source can guarantee that they have been sustainably harvested, don't use these. But they are excellent lung herbs. Osha (Ligusticum porteri) is one. It helps open up lung passages and makes it easier for the exchange of oxygen. The other is another Lungwort. Not at all related to the Pulmonaria species you have mentioned, though. Lobaria pulmonaria (also known by its older name Sticta pulmonaria) is a lichen that is rapidly losing its habitat. I am fortunate enough to live in close to an area where this is still abundant.
I'd add to the cherry bark by saying that it is almost a specific for coughs exacerbated by wood smoke.

I also found the propolis has been helpful for my lung issues (chronic cough, asthma, and lung damage).
