Young mealy bugs

So, I inspected my bay laurel today on a whim. It appears that I brought mealy bugs in on my bay laurel. π
I can't see adults yet. I picked off what I could see & wiped all leaves & stems down with rubbing alcohol. I inspected the pot (which I transplanted it into) and the top of the soil, which was newer, topped up with transplanting. I don't know what the original soil holds, but am concerned now of course.
Here is a picture of the topside & bottom. They were various sizes but still very small in comparison to the white mature size.
I did a quick check of my other plants nearby since they were cuddled up together. I've seen no signs on anything else, but found a few green bugs (aphids, I'm assuming) on my ginger bush. I squashed those.
Now, considering that these are not at adult stage yet and I saw none at adult stage, is there a better chance that I'll be able to kill them all off?
I plan to get Safers at some point, but it could be a while.
