Is this a monarch?

Yes.
-
It looks like one and if that is milkweed then it is, below is a picture of one I had on my milkweed.
-
looks like! the pupa/chrysalis is really cool -- it has gold flecks, befitting a monarch.
-
It certainly is! Congratulations! 🥰
We have hatched out many this year. We had one emerge 2 days ago, yesterday and about one hour ago. We have one left to go!
I had a question about the milkweed. Some is edible, some is poisonous, so I've read. We have 2 types here. One variety has wide leaves and the other has narrow leaves like in the above pictures. @torey Do you know which is which?
Here is a little video that I put together. The quality leaves much to be desired. I thought someone might enjoy it anyway.

@LaurieLovesLearning I have heard & read so many different things about milkweed. I was going to harvest some but decided I would leave all them to the butterflies.
Here is some good info sites, hopefully they give the info your looking for.
Leaves or other above-ground parts of the plant are poisonous. They contain several glucosidic substances called cardenolides that are toxic. Milkweed may cause losses at any time, but it is most dangerous during the active growing season. Several species of milkweed are poisonous to range animals.

csuvth.colostate.edu/poisonous_plants/Plants/Details/11 is another good site for info it talks about all the different kind

What is this red and black bug?
-
We only have one species of milkweed here in BC; Showy Milkweed, Asclepias speciosa. It doesn't grow as far north as I am, so I don't have any personal experience with it.
There is a lot of conflicting info about milkweed as @bcabrobin points out. You can buy pickled milkweed pods through a couple of wild food processors but I've never tries them. I believe they need to be boiled in at least one change of water to get rid of the bitterness which comes from the cardiac glycosides.
@LaurieLovesLearning This is a link to a PDF about the species in Manitoba. http://www.prairieoriginals.com/MILKWEEDS.pdf
Medicinally, Asclepias tuberosa is known as Pleurisy Root and is used for pleurisy and other respiratory conditions with chest pain.

@torey I posted another photo of a bug in this thread, do you know what it is?
-
@Nancy Carter Sorry, no idea at all. Never seen a bug with that kind of pattern before.
-
Maybe try looking it up on iNaturalist or through an insect or bug ID site. There are a few good ones available. I just can't recall the names right now.

To laurie loves learning, or any one who can help, my husband is familiar with the broad leaf variety of milkweed. He grew up on the east coast. Now that he lives on the west coast he is really trying hard to get some broad leaf variety seeds to try and grow his own...would some one be willing to harvest and send me/him some seed pods? We would be happy to reimburse or pay for postage and mailing supplies. PM me for details. Ty in advance

@Nancy Carter they look like ladybug larvae and if they are they eat more aphids than the adults.
-
@Lisa K @Nancy Carter the insect shown is similar looking to ladybug larvae, but it is not that. It looks like an adult beetle of some sort.
@tilathehunn I could only do this if you live in Canada.
-
@LaurieLovesLearning upon a closer look you are right, it is an adult beetle, the ladybug larvae look even more alien than those in the picture.
-
@Nancy Carter that looks a lot like the Boxelder Bug - Heteroptera: Rhopalidae Boisea trivittata
-
@Nancy Carter looks like a box elder bug to me

That's a milkweed beetle or bug. I see them on my milkweed, though they don't seem destructive. https://www.insectidentification.org/insect-description.asp?identification=Large-Milkweed-Bug
